Burn bans in Utah

Utah fire restrictions are issued order by order, not statewide: the Division of Forestry, Fire & State Lands (FFSL), the BLM, the US Forest Service, the National Park Service, and tribal governments each declare restrictions for the land they manage. Multiple orders can apply to the same ground at once — a statewide fireworks-prevention order sits on top of local Stage 1/2 orders and area closures.

Each order is issued by whichever agency manages that land — FFSL, BLM, the Forest Service, the Park Service, or a tribal government. The agency named on the order enforces it, and cities/counties can add their own rules on top.

Three separate systems decide whether you can burn in Utah

Stage 1 / Stage 2

The same numbered-stage system used across the interagency West: Stage 1 confines campfires to designated sites; Stage 2 adds limits on smoking, equipment use, and sometimes access.

Prevention orders and special orders

Not every order is a numbered stage. Some restrict only fireworks or exploding targets while leaving campfires alone; others are standing, decades-old rules for a specific wilderness area. We read what each order actually restricts rather than assume from its label.

Closures

The most severe category: the area itself is closed, not just open burning. Usually tied to an active wildfire or extreme conditions.

Who enforces it

Whoever manages the land you are on. Utah's orders come from at least six different agencies (FFSL, BLM, US Forest Service, National Park Service, tribal governments, and county fire authorities) — check the order's own agency and link for the exact rule.

How Utah decides

  • Utah has 29 counties. Fire restrictions are issued per order, not per county — a county can sit under several overlapping orders from different agencies at once.
  • Orders range from fireworks-only prevention rules to full-area closures tied to an active wildfire.
  • FFSL's map adds new orders as they're issued and removes them as they're rescinded or expire — some standing orders (wilderness-area campfire rules) have been in force for decades.

Penalties in Utah

Penalties depend on which agency's land the violation happens on, per the June 2026 statewide interagency release. State and unincorporated private land: Class B misdemeanor, up to 6 months in jail and up to $1,000 per incident plus court surcharges. USFS land: federal Class B misdemeanor, up to 6 months and up to $5,000 (individuals) or $10,000 (organizations). BLM land: Class A misdemeanor, up to 12 months and up to $100,000. NPS land: fine up to $5,000. Beyond any fine, anyone whose actions cause a wildfire can be held financially responsible for the full cost of suppression, property damage, and natural-resource rehabilitation.
